PROBLEM TO BE SOLVED: To provide technique for managing a database resource in the case of starting a program previously defined and registered in a database in response to a processing request and performing database processing. SOLUTION: A performance module for analyzing an inputted inquiry request and performing the inquiry request is generated. When starting a program which is not included in the performance module when performing the performance module, concerning the resource where using of the program is decided previously, a resource is determined which is set to be unusable until requesting the solution of transaction to another program, and also a resource is determined which is set to be unusable until the finish of another program. When the request of the solution of transaction is inputted from the program, the resource which is set to be unusable until requesting the solution of transaction to another program is made usable. When the program is finished, the resource which is set to be unusable until the finish of another program is made to be usable.
