PROBLEM TO BE SOLVED: To provide a device and a method, etc., in which image recognition is speeded up. SOLUTION: This specific pattern detector is provided with a binarization processing part to binarize image data of an inputted image, a storage part to store the binarized image data, a detecting part to sort out an image of the binarized image data into a plurality of blocks and to detect specific patterns by every block, a count part to count the prescribed number of pixels of the binarized image data for each of the plurality of blocks, a selecting part to determine the dominant block including the specific pattern based on blocks in which the specific patterns are detected and the number of pixels counted for each of the plurality of blocks and a close inspection part to perform a detailed image recognition processing only for data detected by the blocks.
