PROBLEM TO BE SOLVED: To efficiently protect copyright from various electronic watermark systems. SOLUTION: Each of supervisory organizations 101 to 104 embeds information of high tolerance, which corresponds to the organization itself, in input information as an electronic watermark by a common watermark embedding device 105 and uses one of watermark embedding devices 106 to 109 peculiar to the organization to embed other information. Common watermark embedding devices 105 and watermark embedding devices 106 to 109 peculiar to respective organizations communicate with each other through a network 110. Thus each supervisory organization can specify a pertinent embedding device or the like without providing embedding devices and extraction devices of various systems when finding out wrong copy information on the network.
