PROBLEM TO BE SOLVED: To obtain a system and a method for downloading an image, wherein the image to be downloaded and an advertisement image can be interlocked and downloaded. SOLUTION: An image segmenting means 23 performs a processing operation in which original image data 11 is segmented in units of frames on the basis of the start frame number and the finish frame number of the image corresponding to a range, in which a user desires to download a high picture quality image. The segmented image data are delivered to an image control means 16 from the means 23. The means 16 delivers advertisement image data 17 to an image downloading means 14 immediately after the range in which the user desires to download the high picture quality image has been decided. The means 14 downloads the data 17 to a terminal 2. The means 16 delivers the high picture quality image to the means 14 after the downloading of the data 17 has been finished. The means 14 downloads high picture quality images in a designated range to the terminal 2, in succeeding the data 17.
