PROBLEM TO BE SOLVED: To make it possible to forecast system load change in detail and take measures. SOLUTION: This method is constituted with a transaction function DB, a transaction ID function acquisition part to acquire a transaction ID attached to a new transaction, load history, a forecast DB, a function search part to search a load value for each of the functions, a load calculation part to calculate the load value for each of the new transactions and a judgement making part to judge whether or not to execute the new transaction, and, before the new transaction is executed, the load value for each of the functions is acquired from the transaction function DB, the system load change is forecasted and whether or not to execute the new transaction is judged.
