PROBLEM TO BE SOLVED: To provide a device to decide arrangement of data so that no conflict state occurs. SOLUTION: A memory block optimization information generating part 34 inputs conflict information 16 to indicate the conflict state of symbols, memory block information to indicate area addresses of the respective memory blocks determined by a processor and symbol information 13 to indicate addresses of the respective symbols in a section. And the memory block optimization information generating part 34 arranges the symbols in mutually different memory blocks so that no conflict state is caused based on these pieces of information when the symbols at the conflict state are recognized.
