PROBLEM TO BE SOLVED: To change a rule base according to a use state of a user. SOLUTION: A rule base providing device 1 distributes a rule base 1a and applicable conditions to rule base using devices 2, 3,4 (a step S2). A rule base using device 2 updates a rule base 2a in the rule base using device 2 after fulfillment of the applicable conditions received from rule base providing device 1 (a step S4). The rule base using device 2 collects use information 2b to indicate a use state of the rule base 2a (a step S6) and transmits the collected use information 2b to the rule base providing device 1 (a step S7). The rule base providing device 1 collects pieces of use information to be transmitted from a plurality of rule base using devices 2, 3, 4, judges the improved contents of the rule base 1a from use statistic information 1b to be constituted of the collected pieces of use information (a step 9) and edits the rule base 1a (a step S10).
