PROBLEM TO BE SOLVED: To provide an access control server by which accessing a database is possible by selecting an optimal access system from among a plurality of access systems. SOLUTION: The access control server 3 includes an access system deciding means 11 which obtains control data being information for selecting an access system to the database 2 and decides the access system from among the plurality of access systems by referring to an access control table 21 to which a condition for switching the access system concerning this control data is set, a data processing performing means 12 for obtaining access object data being data on the access object from the database 2 by the access system decided by this access system deciding means and performing processing, and a control data updating means 13 for updating control data when the access object data is processed by this data processing performing means.
