PROBLEM TO BE SOLVED: To provide a number estimation device which is capable of easily estimating the number of persons residing in a certain area without a complicated work. SOLUTION: A congested condition monitoring device 300 used for estimating the number of persons residing in a certain area is equipped with an input/ output control unit 302 which receives the designation of an area, an arithmetic unit 306 which estimates the number of persons residing in the area on the basis of the number of mobile stations grasped by a radio base station that contains cells in the area, and a transmitting/receiving unit 301 which outputs the estimated number of persons.
