PROBLEM TO BE SOLVED: To maintain and further increase communication system capacitance in a method for delivering a certain type of user information via a communication system. SOLUTION: A user specifies a user signal to be transmitted not in real time, and transmits such signal via a signaling channel. The system receives and stores such a non-real time signal, and transmits it to a destination a fixed time later via a usable traffic channel. The user and a communication system can prescribe a transmission time. This causes to decrease fairly a possibility that a real time signal competes with the non-real time signal specified by the user regarding the traffic channel or the other resources, and to maintain and further increase capacitance of the communication system.
