PROBLEM TO BE SOLVED: To sufficiently protect the copyright when literary work data are distributed through a network. SOLUTION: When receiving the literary work data sent from an author server at a distribution request from a terminal, a communication controller 3 connected between the author server and terminal extracts and analyzes distribution conditions given to the literary work data by using a data analyzing means 32. According to the analyzed distribution conditions, a decision data acquiring means 33 obtains the identification number of the terminal from the terminal and sends it to the author server to obtain information showing whether the transmission-destination terminal is a regular user. According to the information, a decision means 34 decides whether the terminal is a regular user and according to the decision result, a control means 35 controls whether the literary work data may be transmitted to the terminal.
