PROBLEM TO BE SOLVED: To control an image transmission, in correspondence to a communication form between a photographing device and an operating terminal in the photographing device which can be operated remotely from the operating terminal. SOLUTION: A photographing device 2 comprises a determination part 244, which determines a communication form between the photographing device 2 and an operating terminal which conducts communication. A transmission control part 243 controls a transmission of images, based on determination results of the determination part 244. From the results of the determination, when it is determined that a present communication form is a low-speed communication, the transmission control part 244 performs processes, for examples, reduction in the operating rate of panning, tilting, and zooming of a photographing part 21, reduction in a resolution of images to be transmitted, or the like. Further, from the results of the determination, when it is determined that a present communication form is a specific accounting system, based on a data amount, the retransmission control part 244 performs processes of, for examples, reduction in a frame rate of the images to be transmitted, an increase in a compression rate of the images, or the like.
