PURPOSE: An outer tube and a flexible shaft are provided to reduce the cost and the weight of the flexible shaft. CONSTITUTION: An outer tube(3) is composed of an inner tube(31) for inserting an inner shaft(2), an inner layer(34) coating the inner tube(31) and an outer layer(33) coating the inner layer(34). The inner tube(31) is deflectably formed by spirally winding a thin plate material. The inner layer(34) is formed by spirally winding a strip-shaped cloth on a surface of the inner tube(31). The outer layer(33) is formed by molding an elastic material. Thereby, the productivities of the outer tube and the flexible shaft are improved and the costs and the weight of the outer tube and the flexible shaft are reduced.
