PROBLEM TO BE SOLVED: To output image signals continuously and stably even if the synchronous signals of input image signals have failed in a scanning line converting apparatus for converting the image signal of interlaced scanning to the image signal of progressive scanning or to an image signal of interlaced scanning having a number with larger number of scanning lines. SOLUTION: The scanning line-converting apparatus comprises a memory 11 for storing input image signals, a failure detection circuit 10 for detecting the failure in synchronous signals, and a synchronization generation circuit 9 for generating synchronous signals independently of the synchronous signals of input image signals. When the failure detection circuit 10 detects failure, the scanning line-converting apparatus not only reads data in the memory 11 according to synchronous signals being generated by the synchronization generation circuit 9 for using as actual scanning line signals, but also as interpolation scanning line signals. By multiplexing them by a time-sharing multiplex circuit 15 image signals of progressive scanning are obtained.
