摘要 PROBLEM TO BE SOLVED: To realize a dielectric material with high dielectric constant, and store larger energy in a relatively smaller device. SOLUTION: A material which becomes an insulator by electron correlation effects, has a small amount of carriers, and shows charge order is used as the dielectric material, a capacitor is constituted of this material, and a power storage system is formed with the capacitor. This material is obtained by forming a small amount of carrier-doped state by reducing conductive carriers, for example, by doping a small amount of carries in a Mott insulator, or by replacing the site of a part of a high temperature superconductor with a rate- earth ion, and a state having a charge order is obtained by coulomb repulsion and by driving a small amount of carriers out between a spin line and a spin line.
