PROBLEM TO BE SOLVED: To provide a heating and fixing device, making stable the surface potential of a pressing roller provided in a fixing device, preventing the image defect of an offset or the like, avoiding the fixing defect of a tip which is a defect of film bias constitution using a FU roller, having durability, and capable of sustaining the effect of preventing offset and trailing, and also to provide an image forming device equipped with the same. SOLUTION: The pressing member A is provided with an insulating surface layer 103, at the top surface, a conductive layer 102 beneath the surface layer 103, and an insulating inner layer 101 beneath the conductive layer 102.
