PROBLEM TO BE SOLVED: To provide a cleaning device and an image forming device which can remove foreign substances such as toner additives, powdered paper, or the like other than toner stuck to an image carrier. SOLUTION: In order to remove residual toner 22 from a photoreceptor drum 1, a fur brush 17 formed of a conductive fabric material is provided on which a collection roller 18 is abutted which is conductive, and can apply a voltage. The residual toner 22 on the photoreceptor drum 1 sent into the site of the fur brush 17 is captured by the rotational rubbing of the fur brush 17, directed to the collection roller 18 with the rotation of the fur brush 17, and electrostatically collected on the collection roller 18 by the voltage applied to the collection roller 18.
