PURPOSE: A card reader and a system and a method for the payment/authentication by using the card reader are provided to make a user easily carry the card reader and pay for the electronic commerce by an IC card, and to perform the payment and the authentication by using the card reader. CONSTITUTION: A reading unit(11) reads a pseudo-number stored in the IC card(20). The user puts much information including a password for the use of the IC card to an input unit(12). Based on the password inputted through the input unit and the pseudo-number outputted from the reading unit, a user number is generated by a processing unit(13). A data port(14) selectively transmits the user number to an intermediation terminal(30). The card reader includes a display unit(15) for displaying the user number generated by the processing unit. The password is stored in a memory(16). If the password outputted from the input unit is the same as the password stored in the memory, the user number is generated. With the user number, the payment or the authentication by the IC card is performed.
