PURPOSE: To solve the problem that, when water quality of water-to-be-treated is rapidly deteriorated in a water tank where the water quality of the water-to- be-treated fluctuates drastically, sufficient sterilization cannot be achieved only by electrolysis treatment in an electrolysis vessel. CONSTITUTION: In a state that the electrolysis vessel is filled up with an electrolyte solution, current is applied to a pair of electrodes to carry out the electrolysis, which produces sterilized liquid having a sterilizing effect. A supply channel is installed for supplying the produced sterilized liquid to a water tank at any time, and a concentration adjustment means for adjusting the concentration of the produced sterilized liquid to a prescribed concentration is provided.
