The dispenser (1) comprises a brush (9) fixed to a powder reservoir (4) composed of a tuft of hair (2) and a tuft holder (3) provided with a first powder supply orifice (3000), the said reservoir (4) being closed by a shutter (5) in which a second powder supply orifice (5000) is formed, and that can be turned manually with respect to the said tuft holder (3) to align the said first (3000) and second (50) orifices, and it is characterized in that: a) the said shutter (5) of the reservoir (4) comprises a central duct (51) with a bottom (510) in which the said second orifice (5000) is formed, b) the said tuft holder (3) comprises a lower tubular part (30) with a bottom (300) with the said first orifice (3000), cooperating with the said central duct to provide axial fixity and free rotation, an upper tubular part (31) fitting tightly around the said tuft (2) and a said first skirt (32), c) it comprises a guide (6) comprising a said second skirt (60), d) the said guide (6) comprises an axial displacement tab (61), the lower end of which supports a radial pin (610), and the said central duct (50) carries a typically helical ramp (501) on its outer surface that cooperates with the said pin (610) such that rotation of the said guide (6) causes an axial movement of the said guide (6).
