PROBLEM TO BE SOLVED: To provide a developer composition, which is suitably applied for a planographic printing plate having a negative recording layer to which digital data are directly recorded by using infrared laser, has excellent image forming property and is free from the deterioration of developing property or printing durability with time caused by the characteristic of a developer, and an image forming method using the same. SOLUTION: The developer composition is featured by containing a nonionic surfactant, contains (A) an infrared absorbent, (B) a radical generating agent and (C) a radically polymerizable compound and is used for the development of the planographic printing plate having the negative recording layer capable of forming an image by infrared laser. It is preferable for the nonionic surfactant to be a compound having (an inorganic value/organic value) ranging from 1.0 to 3.0. The negative planographic printing original plate is exposed image- wise using infrared laser and developed with the developer composition containing the nonionic surfactant.
