PROBLEM TO BE SOLVED: To provide a pitch grinding tool and a grinding tool manufacturing method that can grind an optical element like a lens, a mirror, and so forth accurately when a ground surface configuration which differs from a grinding tool one is ground. SOLUTION: The grinding tool has a pitch pattern of a plurality of convex parts on an elastic body where the pitched convex parts are not connected but independent on the tool base material side. The manufacturing method is to use a pitch transcription pattern into which concave parts are engraved according to the convex pattern, to load pitches as heavy as the volume of the concave parts, to heat them up to the softening temperature, and to transcript the pitches on the tool shank side.
