PROBLEM TO BE SOLVED: To improve the reliability of an enclosing and sealing device by detecting abnormal continuity from operation instruction data even with the loss of the operation instruction data or the abnormal continuity of the order of additional data in an enclosing and sealing device. SOLUTION: A data format of the operation instruction data is made into a structure with serial numbers from a conventional structure composed of a header portion and a data portion, and the continuity of the order of the operation instruction data is confirmed with the serial numbers at a unit to which the operation instruction data is sent. Therefore, the loss of the operation instruction data or the abnormal continuity of the order of the added data due to unnecessary operation instruction data can be detected and measures are taken to meet the situation, so that wrong document handling can be prevented to improve the reliability of the enclosing and sealing device.
