PROBLEM TO BE SOLVED: To improve turbine efficiency by forming a low friction layer between a packing ring and a packing ring holder for reducing a friction coefficient itself and uncertainty of friction force. SOLUTION: In this seal structure for a turbine, a gap 14 between a stationary part and a rotation part of the turbine is sealed with turbine packing. The turbine packing is provided with the packing ring holder 9 fixed on the stationary part and the packing ring 10 retained by the packing ring holder 9 and including a fin segment for sealing. A low friction layer 19 is formed on a surface where the packing ring holder 9 and the packing ring 10 get into contact. |
