PROBLEM TO BE SOLVED: To exactly and efficiently diagnose the life of a storage battery. SOLUTION: The terminal voltage of a storage battery 12 gradually lowers with the lapse of the use time and its lowering rate increases as its life nearly comes. The internal impedance of the battery 12 also gradually increases with the lapse of the use time and its increase rate rises as its life nearly comes. Utilizing such characteristics, the battery 12 is judged to be nearly on its life, if the lowering rate of the terminal voltage is over a specified value and the increase rate of the internal impedance is over a specified value.
