PROBLEM TO BE SOLVED: To provide a coating material-curing agent capable of giving a thermosetting type coating material excellent in adhesion, adhesive strength, neutral salt water-spraying resistance and moisture resistance. SOLUTION: This thermosetting type coating material-curing agent consists of a blocked isocyanate obtained by reacting an isocyanate compound having >=2 isocyanato groups in 1 molecule with a phenol compound, wherein, the phenol compound is expressed by formula (1) (wherein, R<1> , R<2> and R<3> are each H, a 1-6C alkyl, an alkenyl or a phenylethyl, and among R<1> , R<2> and R<3> , at least one is the phenylethyl group) and is suitable as the curing material for a polyol-based or polyamine-based coating material.
