PROBLEM TO BE SOLVED: To prevent adhesion of hydrogen atoms on the rolling contact part of a rolling bearing, and generation of early peel off in the rolling bearing. SOLUTION: An electrodeposited cation coating film is formed over the whole surface of a pulley 1, including a bearing holding part 2 internally fitting an outer wheel 8 made up of a roller bearing 3 for supporting the pulley 1 at the center of the pulley 1, whereby static electricity generated in a poly V-belt part bridged on the pulley 1 is prevented from flowing through the roller bearing 3.
