PROBLEM TO BE SOLVED: To provide a flame-retarding agent composed of magnesium hydroxide particle containing zinc as solid solution and giving a flame-retardant resin exhibiting excellent flame-retardance and having excellent transparency and provide a method for the production of the agent and a flame-retardant resin composition containing the agent. SOLUTION: The flame-retarding agent is composed of magnesium hydroxide particle containing zinc in the form of a solid solution in an amount of 0.5-30 mol% based on magnesium and having an average particle diameter of 0.01-1.0μm and a refractive index of 1.49-1.54. Another flame-retarding agent provided by the invention is composed of magnesium hydroxide particle containing zinc in the form of a solid solution in an amount of 0.5-30 mol% based on magnesium, having an average particle diameter of 0.01-1.0μm and a refractive index of 1.49-1.54 and having a coating layer composed of a zinc compound and a boron compound on the surface of the particle.
