PROBLEM TO BE SOLVED: To form a satisfactory quality image by a normal development system while using toner that is easily electrified by charge injection. SOLUTION: A bias is applied from a drum bias power source 12 and a development bias power source 15 so that a drum bias potential which is the potential of a substrate 1a of a photoreceptor 1 has the same polarity as a development bias potential which is the potential of a developing roller 4a and so that the drum bias potential is greater in absolute value than the development bias potential. An electrifier 2 electrifies the surface of the photoreceptor 1 so that the dummy potential of the photoreceptor 1 becomes 0 V. |
