PROBLEM TO BE SOLVED: To provide an indicator for a meter having high weather resistance and a manufacturing method for it capable of efficiently manufacturing the indicator inexpensively without much labor and time. SOLUTION: An oxide layer 23 is formed on the surface of a flat board 22 formed by stainless steel plate, and a bar code 32 having an array state corresponding to designated information related to a gas meter 2 is formed in a data signal display area 33 by a total reflection surface 24 totally reflecting light and an irregular reflection surface 25 irregularly reflecting light on the surface of the oxide layer 23. The total reflection surface 24 is formed by the surface of the oxide layer 23 of the board 22, and the irregular reflection surface 25 is formed by an exposure surface of the rough board 22 exposed by removing the area corresponding to the designated information of the oxide layer 23.
