PROBLEM TO BE SOLVED: To provide a thin and light-weight underlayment material at a low cost that has both distinguished water permeability and water proofing quality. SOLUTION: An underlayment material and its manufacturing method that is characterized in that it being formed by making a lamination of at least one side of a polyester non-woven fabric of its fiber fitness between 7 and 28μm and its weight between 30 and 200 g/m<2> upon a 15-100μm thick film formed with block copolymerized polyester, and the water-vapor permeability is between 2,000-10,000 g/m<2> /24 hr and the water resistance pressure between 500 and 20,000 mmAq.
