PROBLEM TO BE SOLVED: To provide a thermal pressure converting system of a novel mechanism and a device for imparting the possibility of improving effective work efficiency of an internal combustion engine, improving a purification degree of exhaust gas, increasing the selection of a fuel system, and reducing noise vibration. SOLUTION: This system is composed of an outer cylinder 1 having an introducing part 4 of fuel and combustion agent and a combustion system exhaust part 5, an autorotatable inner cylinder 2 capable of taking out a revolving shaft to the introducing part side cylinder end, and eccentrically installed on an inner flange capable of passing a fuel system, and a movable spiral continuous partition wall interposed in an intermediate part of both cylinders in a substantially airtightly contacting and slidable state. The inner cylinder 2 planetarily rotates while contacting with an inner wall of the outer cylinder 1 so as to continuously expansively change a space formed of the spiral partition wall layered in the cylinder lengthwise direction and the inner-outer cylinders.
