PROBLEM TO BE SOLVED: To provide an water emulsion which can give an adhesive agent that has excellent steady-state adhesive strength and initial adhesive strength and is excellent both in heat resistance and strength against repeated boiling. SOLUTION: The water emulsion comprises a polymer (B), wherein ethylene and a vinyl ester are polymerized to obtain a polymer (A) comprised in to produce a water emulsion, to which an acrylic acid ester is then added to obtain the polymer (B); a primary hydroxyl group-containing ethylenically unsaturated monomer unit contained in the polymer (B) has a content of 1% or less relative to the weight of a solid in the water emulsion comprising the polymer (B); and the polymer (A) and the polymer (B) have their respective glass transition temperatures of -30-10 deg.C and 30-120 deg.C.
