PROBLEM TO BE SOLVED: To realize the treatment of sludge reducing the elution of a harmful substance (fluorine or boron) in sludge and easy to handle. SOLUTION: The sludge treatment system is equipped with a kneader 1 for adding one or more of lime, coal combustion ash and gypsum to sludge containing fluorine and/or boron to knead the sludge in the presence of water, a molding machine 8 for molding the obtained kneaded solidified matter, a humidity adjusting tank 10 for holding the concentration of moisture in the solidified matter to a predetermined value or more and a dryer 12 for drying the solidified matter so that the concentration of moisture becomes a definite value or less. The elution of fluorine or boron is suppressed by an increase in a specific surface area and elution concentration is reduced by subsequent drying. Further, hardening strength is also enhanced.
