PROBLEM TO BE SOLVED: To provide a filter element suitable for the pretreatment of a membrane module and also excellent in terms of cost, and a filter module. SOLUTION: The filter element is constituted by spirally winding a filter layer, which is formed by alternately laminating filter cloths formed into an envelope shape to house spacers and separate spacers, around a center pipe having a water gathering hole of filtered water and the opening parts of the filter cloths formed into the envelope shape are opposed to the water gathering hole.
