SOLUTION: This information management server 20 for managing the distributing situations of contents which are the information to be delivered to a user is provided with a download information acquiring part 200 for acquiring download information indicating that the user has downloaded the contents, a download information storing part 230 for storing the download information acquired by the download information acquiring part 200, by making it correspond to the user, and an extracting part 206 for selecting and reading the user, to whom the download information has not been made to correspond from the download information storing part 230.
