PROBLEM TO BE SOLVED: To provide a surface emitting semiconductor laser, having stable element characteristics and a method for manufacturing the same, as well as a module having the surface emitting semiconductor laser and an optical transmitter. SOLUTION: The surface emitting semiconductor laser 100 comprises a resonator 120 formed on a semiconductor substrate 101 and emits light in a direction perpendicular to the substrate 101. The semiconductor laser 100 further comprises a columnar part 110 for constituting at least a part of the resonator 120, and an insulation layer 117 covering a side face of the part 110. The layer 117 contains a filler 160.
