PROBLEM TO BE SOLVED: To provide a method of manufacturing a fluorescent lamp, capable of easily forming a phosphor layer which is controlled of its distribution for phosphor grain size in the thickness direction. SOLUTION: This method of manufacturing a fluorescent lamp comprises a first process for preparing a long translucent tube 1a composed of a dielectric material, a second process for adjusting a phosphor coating agent, by mixing a first phosphor of relatively small particle size and a second phosphor of large particle size, a third process for inserting a phosphor discharging nozzle inside of the translucent tube 1a, discharging the phosphor coating agent from the phosphor discharge nozzle, and electrostatically coating an inner face side of the fluorescent tube with the charged and atomized phosphor coating agent for forming the phosphor coating agent layer on the inner face side of the translucent tube 1a, and a fourth process for fixing the phosphor coating agent layer, formed on the inner face side of the translucent tube 1a for forming a phosphor layer. A first phosphor layer 2a on the inner face side of a translucent airtight container 1, composed mainly of the first phosphor, and a second phosphor layer 2b at a discharge space side mainly composed of the second phosphor can be formed in one electrostatic coating.
