PURPOSE: An apparatus and a method for extracting a number plate image are provided to accurately extract a number plate image and accurately extract a number plate image in case that a rim line of a number plate is vague or data have noise. CONSTITUTION: An apparatus for extracting a number plate image includes a color coordinates converting part(120) converting image data for recognizing a vehicle number into a predetermined color coordinates, a position detecting part(140) comparing the converted image data with reference color data to detect position of a number plate image corresponding to the reference data, a number plate image extracting part(160) extracting the image data for recognizing the vehicle number corresponding the detected position of the number plate image as number plate image data.
