PROBLEM TO BE SOLVED: To provide a high-uniformity manganese oxide-carbon complex which exerts an excellent function when it is used as a positive electrode active material for a battery, especially, a lithium secondary battery, and a high-efficiency lithium secondary battery using same. SOLUTION: The manganese oxide-carbon complex consisting of a dispersed element of alkali metal manganese oxide and carbon is manufactured by forming coprecipitated matter by slurrying carbon powder in water-soluble manganese compound-containing solution and adding alkali metal hydroxide and oxidant for reaction. The lithium secondary battery is structured with the manganese oxide-carbon complex as a positive electrode and the lithium metal as a negative electrode.
