PROBLEM TO BE SOLVED: To provide a moving picture providing system that can properly provide an extract image in response to a request from a transmission destination transmitting coded data. SOLUTION: In the moving picture providing system 1, an extracted image 50 is traced over past frame data Dp1 by a delay corresponding to a frame image when a personal computer 3 designates extraction of the extracted image 50 and a frame image during processing by a frame coding section 10 of a moving picture distribution server 2, after the tracing result exceeds the frame image during processing of the frame coding section 10, the extracted image 50 is sequentially extracted and the extracted image 50 is properly extracted as if a delay between the moving picture distribution server 2 and the personal computer 3 were cancelled out so that the system can properly provide the extracted image 50 in response to the request of the personal computer 3 thereby spreading the provision of the moving picture.
