PROBLEM TO BE SOLVED: To realize on-screen processing or switching selection processing which takes digital video data based on TMDS, which is transmission standards between a personal computer or the like and a monitor, as the object. SOLUTION: Not only serial digital video data but also a TMDS signal Si having a clock signal and horizontal and vertical synchronizing data is inputted to a decoder 1. The decoder 1 converts the serial digital video data to parallel digital video data and outputs a clock signal CK, horizontal synchronizing data H, vertical synchronizing data V, and a data enable signal DE. An on-screen processing part 2 synthesizes required characters or the like with the parallel digital video data and outputs the result to an encoder 4. The encoder 4 converts parallel data from the on-screen processing part 2 to serial data and outputs a signal So having the same form as the input signal from converted data and respective data from the decoder 1.
