PROBLEM TO BE SOLVED: To provide a program preparation device reducing power consumption and suppressing malfunctions and noise generation by improving software. SOLUTION: An assembler 9 prepares a relative object program OP1 on the basis of an assembly source program AP1. Then, the assembler 9 replaces the order of instructions included in the assembly source program AP1 in the range of not affecting an arithmetic result in a CPU 2, prepares the other assembly source program AP2 and prepares the relative object program OP2 on the basis of the assembly source program AP2. Then, the assembler 9 respectively obtains the maximum value of a hamming distance between the respective instructions for a plurality of the relative object programs OP1 and OP2 and decides the one for which the maximum value of the hamming distance is smallest as a formal relative object program.
