SOLUTION: A deputy video recording server 30 records a broadcast program on the basis of broadcast program information and video recording quality information selected by a user terminal 10, conducts bit rate conversion, transmits the resulting data to a data storage server 20, and transmits a recording end notice to the user terminal 10. The data storage server 20 transmits the recorded data to the user terminal 10 in response to the request from the user terminal 10.
