PROBLEM TO BE SOLVED: To provide consistent service health measurement. SOLUTION: Various measured values from both internal and external sources (11 and 101 to 105) about an observed service are combined. Service health information is independently generated from a particular provider application and a performance monitoring tool set (13), and a time till coming onto the market can be shortened more by the service health information with respect to a solution to service management. An output may be performed with a program or a format of a scriptable interface (108) used by a high level performance monitoring tool that can report states of many different computer services.
