The invention relates to a water elecrolysis plant and a system for supplying of an internal combustion engine with hydrogen produced in this plant. The electrolysis plant comprises an electrolysis cell (CE) with direct current supply, having cathodes with nickel content and anodes with manganese dioxide layer, with the view of increasing the efficiency, in parallels to the direct current supply, between the anodes and cathodes there being applied an alternating current supplied by a radio alternator (E), the electrodes of the cell being irradiated by an ultraviolet ray source (UV), the electrolyte being recirculated by means of a pump (P).
