PROBLEM TO BE SOLVED: To provide a method for improving adhesivity on the boundary between a high polymer PTC composition and an electrode plate, in the high polymer PTC element where electrodes plates are arranged on both surfaces of a sheet, in which conductive filler is dispersed in a crystalline polymer and a polymer composition is formed. SOLUTION: A primer layer is provided on the surface of an electrode plate, and by subjecting it to plasma processing to at least any of the surfaces of the electrode plate, the surface of the primer layer, or the surface of a polymer PTC composition formed like a sheet, a functional group to the surface of the electrode plate or of the polymer PTC composition is introduced, or a fine ruggedness structure is introduced, to improve the adhesivity on a boundary.
