PROBLEM TO BE SOLVED: To allow even a user who doesn't register a signature key to be requested to vicariously sign. SOLUTION: A person who has registered a key, registers conditions (authority information), under which another person uses the key, in a preservation part 311 and registers the attributes of user including persons, which have not registered keys, in a preservation part 313. When a user requests a signature and is authenticated, the attribute of the user is taken out from the preservation part 313, and an attribute is taken out by analysis in a signature object data attribute analysis part 316, and these both attributes are compared with each condition in the preservation part 311, and a key corresponding to the condition meeting them is used to electronically sign object data, and this signature is sent to the user.
