PROBLEM TO BE SOLVED: To enable a data transmitting side device to surely collect data to be periodically collected from a data receiving side device even when a network server goes down. SOLUTION: The data transmitting side device stores a data transmission limiting time to the data receiving side device and network control information for connecting a line with the data receiving side device. When transmission object data are decided not to have been transmitted to the data receiving side device and the present time is also decided to surpass the data transmission limiting time, a line is connected to the data receiving side device with the network control information, and the transmission object data are transmitted to the data receiving side device through a network.
