PROBLEM TO BE SOLVED: To enable a broadcast enterprise to designate the attribute of customers which the system desirably informs of a program notice and to notify particular customers about the program depending on the attribute. SOLUTION: A management center 140 is provided with a transaction management means 142 that generates a retrieval request designating particular items included in membership information in order to retrieve the membership information of the broadcast enterprise 130 on the basis of a program notice request from the broadcast enterprise 130 and a customer management means 141 that manages the membership information of the broadcast enterprise 130 and extracts particular memberships corresponding to the particular items of the membership information on the basis of a retrieval request generated by the transaction management means 142. The transaction management means 142 transmits notice contents included in the program notice request to the particular memberships extracted by the customer management means 141 via a network of a communication enterprise 120.
